Title/Organization: Community Economic Development Advisor
Bio: Aaron Wilcher is a Community Economic Development Advisor with UC Agriculture and Natural Resources based in Bishop, California serving Inyo, Mono, and Eastern Kern counties. He manages an applied research and education program that promotes small business, economic diversification, and workforce development. He works with regional planning organizations, agencies, and business associations to build partnerships, collaborate on technical issues, and identify new opportunities.
Before joining UCCE, Wilcher directed an applied economics research program for Sacramento regional community colleges and workforce stakeholders, advising on talent development strategy. In that role, he worked with numerous partners on regional initiatives for a range of topics including early childhood education, public sector workforce pathways, economic impact analysis for industry segments, industry market studies, regional workforce and economic development plans, and fact sheets and marketing materials. He led research teams for dozens of community-scale initiatives, industry and market studies, environmental scans, and focused planning sessions.
Prior to working in the Sacramento region, Wilcher was a faculty program manager for clean energy workforce development programs in the San Francisco Bay Area community college system, where he led federal, state, and private grant programs. He worked with public-private partnerships and faculty teams to create new courses that trained hundreds of students.
He recently produced an assessment of the North San Joaquin Valley’s industry clusters and labor market for the California Jobs First Initiative. He also contributed a chapter on community culture to the Economic Development Recovery and Resiliency Playbook under a grant from the U.S. Economic Development Administration to the California Association for Local Economic Development (CALED).
The San José native earned a bachelor’s degree in Spanish from UCLA and a master’s degree in city planning, community and economic development from UC Berkeley along with a master’s degree in American Studies from Saint Louis University in Missouri. He is certified as an economic research professional by the Council for Community and Economic Research. He has been a lifelong outdoor recreation enthusiast and rides mountain bikes and skis in the backcountry.
